Abbas to Visit Moscow, Washington in April<BR><font class="ttext">Olmert Vows to Continue Settlement Building in Jerusalem</font>

Two days ahead of a visit by US Secretary of State Condoleezza Rice, a week after the visit of the US Vice President Dick Cheney and while his Prime Minister Salam Fayyad was meeting with the Israeli “Defense” Minister Ehud Barak in Tel Aviv, Palestinian President Mahmoud Abbas said Wednesday that the talks with Israel had encountered "a number of obstacles," but negotiations “are continuing,” despite Israel’s Prime Minister Ehud Olmert’s vow on the same day that he will press on with the illegal settlement building on occupied Palestinian land.

Palestinian and US sources confirmed Wednesday that Abbas will visit Moscow and Washington on April 20 and April 24 respectively.

US President George W. "Bush invited President Abbas to visit Washington on April 24 to discuss the peace talks with Israel and ways to advance those talks," a senior Abbas aide told Reuters.

The US consul in Jerusalem, Jacob Walles, had transmitted to Abbas the invitation to travel to Washington on April 24, AFP reported.

"Rice will meet Abbas in Amman on March 30 after the Arab summit in Damascus ends. She will then travel to Israel for talks with Olmert and return to Amman for further talks with President Abbas," Abbas’ aide said.

"President Abbas will also visit Moscow on April 20 just before his Washington trip to discuss holding an Annapolis follow-up conference in Moscow in mid-June to push for further progress in Israeli-Palestinian talks," the official said.

Talks with Israel had encountered "a number of obstacles," Abbas said in the West bank city of Ramallah on Wednesday, but pledged both sides were determined to succeed.

"Negotiations with the Israeli side are continuing and are covering all the questions related to the final status (of the occupied Palestinian territories) without exception," Abbas said at a Press conference with visiting Bulgarian President Georgi Parvanov.

"We are all determined to achieve results," he said.

Talks between chief Palestinian negotiator Amad Qurie and Israeli Foreign Minister Tzipi Livni tackled "all the core issues without exception: Jerusalem, refugees, settlements, borders, and security and water," Abbas indicated.

"We hope to achieve a settlement in 2008, there are many obstacles but we hope they will be removed. We are all pressing to reach a settlement by the target date," Abbas told reporters.

Olmert: Settlement Building to Continue

The Palestinian President said that Jewish settlement building in and around Jerusalem, Israeli army checkpoints and raids were blocking progress towards achieving a deal by the end of this year, a target date set by Bush at Annapolis.

However Ehud Olmert vowed on Wednesday that Israel would press on with settlement building on occupied Palestinian land, despite international calls for a halt to the activity, and pledged no talks or truce with Hamas in the Gaza Strip.

"There will be additional building as part of reality of life, and this fact was well explained to everyone involved," Olmert said.

Contrary to Abbas, Olmert played down the chances of a comprehensive peace deal in 2008.

"What we are trying to achieve is to reach a very accurate outline and definition of all basic parameters of a two-state solution," he said.

"I think that the understandings about the basic parameters that will define accurately the outline of a two-state solution, such an understanding can be reached within the current presidency."

Fayyad, Barak Meet in Tel Aviv

Meanwhile Salam Fayyad and Ehud Olmert met in private at Barak's Tel Aviv home and the “defense” minister's office described the two-hour meeting as "candid and serious."

Ahead of their meeting Fayyad confirmed that the Palestinian Authority holds a firm position regarding Israel's settlement-building activities in the occupied territories, and said Israel must stop these activities, end the restrictions imposed on the Palestinians, stop its military incursions into the Palestinian areas and reopen all of the border crossings of the Gaza Strip.

Before their meeting Barak told reporters: "The list of steps we intend to take to make life easier for the Palestinians, without relinquishing our overriding security responsibility, is important in moving the negotiations forward and maintaining a positive atmosphere."

Barak issued a statement detailing the expected Israeli overtures, which include the removal of dirt roadblocks, boosting the number of entry permits for Palestinian laborers into Israel, easing travel for businessmen and the transfer of some 300 vehicles to Palestinian government employees. He however said nothing about removing the IOF checkpoints.

Barak said Monday it was too early to remove the military checkpoints erected by the Israeli Occupation Forces (IOF) in the West Bank, but will inform Fayyad on Wednesday that Israel will let Palestinian security forces deploy in the northern West Bank city of Jenin after they complete U.S.-funded training in Jordan.

Ramiro Cibrian-Uzal, the EU ambassador to Israel, said he was informed by Israeli authorities that some 1,500 Palestinian business owners would get the special travel permits, and called it a "firmer commitment" by Israel to boost the peace process.

An Israeli official said some 1,000 Palestinians already had the special permits, according to Ynet on Thursday.

Recently Barak approved the transfer of five mobile homes to the settlement of Teneh Omarim in the southern Hebron Hills for evacuees from the former Gaza Strip Gush Katif settlement of Morag.

Separately the Czech Prime Minister Mirek Topolanek invited his Palestinian counterpart Fayyad to the Czech Republic, handing over the official invitation letter to Palestinian ambassador to Prague Muhammad Salaymah Wednesday, the Czech Government Office said.
